I used to have a legacy Bitcoin wallet, but migrated all my funds to a SegWit wallet (bc1 address) last year. Earlier today, I transferred some BTC to that wallet and noticed the following message on Blockstream.info while tracking the transaction:
"This transaction saved 40% on fees by upgrading to SegWit and could save 16% more by fully upgrading to native SegWit-Bech32"
I'm currently using the Green wallet with a Blockstream Jade, and was wondering—how would I go about upgrading to a fully native SegWit-Bech32 wallet?
Also, should I be concerned about compatibility with certain exchanges that may not fully support native SegWit (Bech32) addresses?

If you've recently seen bc1 addresses with the Green wallet using Blockstream Jade, that means you're already on native SegWit( Bech32) and you are doing the good thing by using SegWit. The message from Blockstream. info presumably referred to particular inputs in your transaction that used old address formats (such as wrapped SegWit or legacy), not your whole wallet setup. If you want to verify that you’re all in on native SegWit, simply ensure that your receiving address in Green starts with bc1q if it does, you are golden — no additional upgrade required. If it begins with 3, then you can create a new Green wallet in native SegWit (bc1q) by default and then transfer to there, where you’ll save the most on fees and have the simplest transactions.On compatibility, all the large exchanges now fully support Bech32 addresses but it is still prudent to double-check before you withdraw from less common platforms. Generally, if you are using bc1 addresses, you are already fully upgraded

The message saying "This transaction saved 40% on fees ................" was displayed because the transaction was made from a nested segwit address* and it suggested to use native segwit addresses ( addresses starting with bc1) to decrease the fee. If you have moved your fund to addresses starting with bc1, there's nothing to worry about. Now, you have a native segwit wallet.
*Nested segwit adresses start with 3.

Bech32 addresses and SegWit became part of the Bitcoin protocol back in 2017 so it is about 7-8 years ago and if after all this time there is any service including exchanges that hasn't upgraded their backend to support this very old addition, you should question the security of said platform and avoid using them.

Would you confirm if where the BTC came from? If you transferred BTC from a legacy Bitcoin wallet to a SegWit wallet, as you did when migrating from legacy to SegWit, the following message simply suggests you switch to SegWit regardless of whether you received or sent. You don't need to be worry if you are the one receiving it into your wallet that starts with bc1. Like Badero said above, maybe one of the inputs is a legacy address that starts with 1; that is why you got that message. If the BTC came from an exchange, possible legacy inputs are included in your transaction. Better analyze your transaction under inputs. It is on the left side of Blockstream.info explorer. Those are inputs. If it only shows the hash from the previous transaction, I recommend switching to a different block explorer, such as blockchair.com. You should be able to see if you have legacy inputs.

There's a logic in that note: The message is talking about the saved fees against legacy transaction; The sender pays the fee, not the receiver. So, it's talking about the script type of the one who sent the transaction, not the receiver ( you).

Turns out I am using the SegWit-Bech32 address and within those inputs was indeed an old legacy address.

Bech32 is Native Segwit and good to use but it has two types: bc1q for Native Segwit address and bc1p for Taproot address. Bitcoin addresses have three types: Legacy (starts with 1), Nested Segwit (starts with 3), and Native Segwit (starts with bc1q or bc1p). Bitcoin addresses have three types: Legacy (starts with 1), Nested Segwit (starts with 3), and Native Segwit (starts with bc1q or bc1p).
Not all addresses that start with 3 are nested segwit. Addresses that start with 3 are P2SH addresses and can represent many other scripts. For example, they can be legacy multi-signature addresses. And it's not that native segwit addresses start with bc1q or bc1p. All native segwit addresses start with bc1q.

Just to confirm, which Segwit wallet are you using? From what I've read in some responses, it seems you're using Green Wallet, which is also an excellent choice for Android/iOS devices.
Since everything has already been clarified, if you need a desktop wallet that also supports native Segwit, including the new Taproot bech32m addresses, from my experience, you may want to look at the desktop wallets listed below.
Bitcoin Core - Supports all 4 single-sig address types: Legacy, p2sh-Segwit, bech32 and bech32m. You can change the address type in the receiving tab, no need to create separate wallets for each script type (unlike Electrum, which also supports bech32 - for segwit, only bc1q addresses).
When sending, Bitcoin Core by default selects inputs with the same address type as the output (e.g., p2sh-Segwit) to enhance your privacy. However, you must be willing to download all blocks from the bitcoin network (although it is better for privacy, since you verify all transactions independently).
Sparrow Wallet - Supports all 4 single-sig address types (Legacy, p2sh-Segwit, bech32 and bech32m), but for each keystore, it's a different type of address, but it's one of the best desktop wallets.
Wasabi/Ginger Wallet - Both have native segwit bech32 support by default, optionally, you can use bech32m taproot to receive funds.
Always make sure to download from the correct website, verify the url of the site and check the GPG signatures.

Bitcoin Core, Sparrow and Wasabi are good wallets and the final decision depends on what the user want to achieve with them.
