Hello Friends. I am absolutely new to Bitcoin having inherited a bitcoin purchase receipt from my father who recently died. I have what I think is the blockchain or serial number but have no idea how to access the coin and move it into the Electrum wallet that I have already created. Can anyone help guide me through this process or point me in the right direction to gain access to the coin and utilize the funds? Any help will be deeply appreciated and I apologize for being a luddite when it comes to this technolgy so please be patient with me!

Having the block number of the transaction or having the transaction id (txid) will not help you to have access to the coins. You need the private key or the seed phrase or the wallet file to have access to the coins. If your father wants you to inherit the coins and has planes for it, he would have given you what you need to have access to any of these before he died.

My advice: spend a day reading about how Bitcoin works. You may or may not hold a lot of value, and there's no need to risk making a fatal mistake. You shouldn't post the wrong things online, and you shouldn't trust anyone who sends you a PM.
Once you have a better understanding of what you're dealing with, you'll be able to ask questions that make a bit more sense without the risk of posting what you shouldn't be posting online.

How the serial number looks like? A long string of alphanumeric or set of words which could be 12/18/24.

If it's alphanumeric then it can be a private key and if that's the case then just follow these steps, create new wallet > import bitcoin addresses or private keys > then enter the keys you got to restore the address(es).

If it's set of words then, create new wallet > standard wallet > I already have the seed > 'enter your seed' to restore the wallet.

But no matter what, never enter those details online or send it to someone who claims they will help you.

Just the purchase receipt? Bitcoin ATM?
AFAIK, it only contains the information about the purchase like TXID, etc,
Sometimes including the recipient address of your father's wallet but not the "private key" of that address which is what you need to sweep the bitcoins to Electrum.

But since you haven't described the receipt's contents (don't disclose the actual contents to anyone), your answerquestion can't be answered directly.

For now, see if that receipt contains a private key that usually looks like these (only the 1st character should match):
  • L2kG2n5RXfmHeTv3tJRR5ADE6PAgoL55CsLr1KFBwGWr8rBiRZ8s
  • KwKT79FJrnnka3f2gKhofX9o7VebRihTJ551WPYeupsoM3rchFSw
  • 5K4uoAm3qdspGjoTUwF9B1Guoz55f8x5MMvS9gUgdmJBgQqQvcD

If there is, you can sweep that to your existing Electrum wallet via menu: "Wallet->Private Key->Sweep".
Click "Info" button above it to see how you should type it depending on the address type in the receipt.

If there's none, check your father's belonging to see if he left you a set of written words or WIF private keys like the above.

Note: Before doing all that, check if you're actually using the legit version of Electrum (via this tutorial)
And check if your wallet is a Standard Electrum wallet that you've created yourself with the seed phrase backed-up safely, not a watch-only wallet.

If I were you, i'd stick with what LoyceV said and not even attempt transferring the coins for now. Please do not post any information you have online for now and do not trust anyone, even people on this forum that would try to send you private messages. I suggest that you buy your own little bitcoin and practice sending it to your electrum wallet first before attempting to move your dad's stash. :earning how to transfer bitcoins is easy. but do not risk making a mistake with some large amounts.
